Chair: Tara Casanova Powell (taracpc@outlook.com)
Mission Statement
To expand the awareness, adoption, and implementation of effective pretrial services, early intervention services, and treatment courts to address impaired driving around the world.
Goals of the Interest Group
Proximal Goal: facilitate educational workshops and conference presentations identifying effective pretrial services, early intervention services, and treatment court guiding principles that may be implemented in various jurisdictions around the world.
Distal Goal: to help facilitate the implementation of these services where requested. Implementation of these services could be facilitated as potential trainings/workshops conducted for multiple countries at regional summits incorporating the knowledge and information developed from various entities in the U.S.
Member Survey
The group's initial task was to survey ICADTS members and friends to identify best practices regarding impaired driving interventions in their country.
Initial survey responses included respondents across 14 countries. Outcomes included the following:
These are just a few of the initial responses, but given these responses there is a clear need for education and training in this regard. IDBIIIG is looking to gather this information from additional jurisdictions/states/countries for a more robust baseline to inform the development of IDBIIIG education and training efforts.
IDBIIIG appreciates any information you may have to share and encourages you to contact the Chair, Tara Casanova Powell, taracpc@outlook.com. IDBIIIG thanks you in advance for your help in gathering this important information.
Stay tuned for the full results of the survey.

en Behind the Wheel: Understanding Female Impaired Drivers
Featuring Judge Mary Kate Huffman and Commissioner Casey Clevenger.
Webinar Description:
Traditionally alcohol consumption has been a male-dominated activity. Research and social awareness of impaired driving among females has historically gotten lost in the much larger pool of male offending. While men historically outpace women in drinking patterns, hospital and emergency room visits, arrests for impaired driving, and deaths related to alcohol use, the differences among the genders are shrinking.
Impaired driving arrests for women grew 92.6% between 1998 and 2012, while similar arrests for men increased by only 8.6% during the same period. Women now make up about 25% of the alcohol-impaired drivers involved in fatal crashes. Experts attribute the increase in female impaired driving to changes in social norms about women and alcohol use, and the increase in miles driven by women.
This webinar will focus on the female impaired driver and gender-specific concerns, including pathways to use, alcohol use patterns, life experiences, familial responsibilities, risks and needs, and effective strategies to address recidivism among women who drive impaired.

Research has consistently shown the effective treatment of co-occurring disorders in impaired drivers requires a comprehensive, integrated approach that addresses both mental health and substance use simultaneously. This webinar aims to bridge the gap between effective behavioral interventions and systems, fostering a more holistic and effective approach to combating impaired driving worldwide, highlighting the role of mental health and co-occurring disorders.
This encore presentation will highlight research-based best practices used to affect behavior change leading to reduced impaired driving recidivism and the correlation between mental health, substance use, co-occurring disorders and impaired driving. Learn how to use validated impaired driving specific screening and assessment tools designed to better assess client risk and needs. Attendees will gain insight into effective intervention models and the challenges faced in adapting these approaches across diverse cultural, legal, and healthcare frameworks.
